Final XML Schema for FY2005 Exhibit 300s

RE: Final XML Schema for FY2005 Exhibit 300s

A number of suggestions have been made to improve the XML schema used to transmit submission of FY 2005 budget information. Based on those suggestions, attached is the revised XML schema to be used for the FY2005 budget submission of Agency Exhibit 300s. The schema will also be posted at the FEAPMO.gov and cio.gov websites. This will be the final schema. Below is a summary of the improvements to the schema, which are designed to assist you in completing the information and transmitting it to OMB more smoothly, as well as information about data types & validation. Within the next few weeks OMB will send out detailed instructions for the electronic submissions of your IT budget data including information about test submissions, should your agency wish to do so.

Summary of Enhancements:

  • I.C. Performance Goals & Measures: In the original schema Table 2 was
    required for all investments. This is now optional because only new IT
    investments that are development, modernization, or enhancement (DME) for 2005
    and beyond must use Table 2 and are required to use the FEA Performance
    Reference Model.
  • I.G Acquisition Strategy, question 8: We changed dollar field to percentage
  • IG Acquisition Strategy: Deleted these elements because they are not being
    used

  • I.H.4 Actual Performance and Variance: The schema now accommodates a larger
    range of percentages including negative percentages. It is now a percentage
    simple type validation from 0 to 100 to -999 to 1000
  • Part Two. A. Enterprise: Added 9 enumerated fields
  • Added enumerations for Measurement Area and Measurement Category.
  • Added the three (3) newly added sub-functions
    • 210 - Strategic National and Theater Defense
    • 211 - Operational Defense
    • 212 - Tactical Defense
  • II.A.3 Application, Components & Technology
    • Questions A & C: In addition to the narrative table available in the
      initial schema, added tables. Agencies may answer using the narrative block OR
      use the tables.

Data Types & Valid Value Validation:
The OMB 300 schema contains data type and valid value validation. XML documents not adhering to these requirements will not be accepted. The valid data types are listed in the schema. In addition to the data types please note the following guidance:

Location in the Budget: Must be less then 500 characters.
Name of Project: Must be less then 250 characters
Unique ID: Must contain 23 digits plus hyphens
