Abstract: The "Highlights" document provides high-level information about Value Measuring Methodology (VMM). More detailed information on implementation of the methodology is provided in "How-To-Guide." The purpose of VMM is to define, capture, and measure value associated with electronic services unaccounted for in previous ROI calculations.
