Abstract: This document describes the E-Government achievements since February 2002 (the issuance date of the previous E-Government Strategy), the challenges facing E-Government leaders in 2003 and 2004, and the strategy to address these challenges. In addition, it includes detailed information about the initial set of 24 cross-agency E-Government initiatives and other related efforts.
