EPA EVM Lessons Learned - FY 2004

Abstract: During FY 2004, EPA implemented its Earned Value Management System (EVMS) based on the ANSI/EIA-748 Standard and OMB requirements identified in Circular A-11. In the process of implementing its EVMS, EPA learned several valuable lessons that will contribute to positive improvements in its EVMS and related policies, processes, and procedures in FY 2005. These lessons learned are presented in this document to help assist information technology (IT) project managers in their efforts to fully implement EVM on their IT projects in a manner that is consistent with both the letter and spirit of the ANSI/EIA-748 standard, and in line with the requirements of the OMB Exhibit 300 process.
