Abstract: This report addresses Section 747 of Division D of the Consolidated Appropriations Act, 2008, which requires the Director of the Office of Management and Budget (OMB) to submit to the Committees on Appropriations of the House of Representatives and the Senate a report on the Human Resources Lines of Business (HR LOB) initiative which is led by an interagency group composed of 24 federal agencies and managed by the Office of Personnel Management (OPM).
