New FedRAMP security requirements benchmark IT reform
FedRAMP’s unified risk management process will evaluate IT services offered by vendors on behalf of Federal agencies, saving agencies from conducting their own risk management programs. By reducing duplicative risk management efforts, FedRAMP will enable Federal agencies to focus their evaluations of IT services on their agency’s specific needs, as well as their privacy and security requirements.

DHS Segment Architecture Leading to Human Capital Transformation
The HCSA was not an academic exercise but a practical, implementable way forward that combines both strategic and tactical approaches. Our first business-driven segment architecture, the HCSA got underway in November 2010 in an unprecedented Department-wide partnership between the DHS Human Resources (HR) and Information Technology (IT) communities. The project involved a core team of DHS Component representatives and Enterprise Architecture experts from CIO all working collaboratively with the Chief Human Capital Office (CHCO) planning team that provided project leadership and analysis support. Oversight of the HCSA project came from the Human Resources Information Technology Executive Steering Committee (HRIT ESC), a governance committee comprised of the Component (e.g., Coast Guard, TSA) CHCOs and CIOs along with the DHS CXOs.

The Challenge of Delivering Successful IT Programs
I have had the good fortune of being involved in large-scale IT program management for 25 years. My involvement has included the delivery of systems in private industry to the banking, brokerage (Wall Street), and telecommunications industries, as well as at the Federal government, including the IRS (Business System Modernization) and now DHS.
