IT Reform: Energy TechStat Examines Identity Program

In an effort to improve the performance of one of the Department of Energy’s (DOE) major IT investments, an agency TechStat review was recently held. The session focused on the Identity, Credential, and Access Management (ICAM) Program, a holistic approach for department-wide initiatives that support access to Federal IT systems and facilities. Fifteen DOE staff participated in the review, including program office representatives. Many agency-level TechStat sessions have been ongoing since February 2011, as part of the reforms outlined in the 25-Point Plan To Reform Federal IT Management. A TechStat is triggered when an agency determines that a project is underperforming, using data from the IT Dashboard and other sources. During the session, the agency CIO and leadership team meet to determine the future of an IT investment. |
| Applying the TechStat review process to ICAM assists in enabling this solution to be more cost-effective and efficient for DOE. The review on the ICAM Program identified several areas for improvement, prioritizing critical needs. Corrective actions and due dates have been assigned and are being tracked, which gives DOE the visibility to ensure this essential program provides the necessary security for the agency’s mission. “As the Department of Energy CIO, my goal is to ensure that we deliver IT systems and technology that enable our mission. By personally being involved with the TechStat program, we, as Federal CIOs, should be, and will be, more immersed in the oversight of the programs that enable government to work better and deliver on its promise. At Energy, the TechStat process is being implemented with that in mind and will be robust, as it will review major IT investments on an ongoing basis,” said Michael W. Locatis. |
