IT Reform Moving Forward at the Department of the Interior

The IT Transformation Strategic Plan is a high-level roadmap to transform the Interior’s IT operations for the 21st century, using advances in technology to provide better service for less cost.

The U.S. Department of the Interior (DOI) continues making progress in reforming the way we manage and deliver IT to 85,000 users. Since my June 6, 2011 blog post, we delivered the IT Transformation Strategic Plan to the Secretary that aligns with the 25 Point Implementation Plan to Reform Federal IT Management.

The IT Transformation Strategic Plan is a high-level roadmap to transform the Interior’s IT operations for the 21st century, using advances in technology to provide better service for less cost. The plan identifies an initial set of seven high-priority IT services for immediate modernization, including a single email system for the department, telecommunications, account management, hosting services, workplace computing services, risk management, and an enterprise service desk (help desk).

We are currently developing detailed implementation plans for each of these IT service areas and are scheduled to complete them by December 31, 2011. DOI employees are working with a team of transformation experts to develop the plans. Each IT service area has a dedicated team, being led by a bureau IT leader and supported by IT specialists from the Office of the Chief Information Officer (OCIO) and from the bureaus.

In conjunction with development of the detailed implementation plans, I have directed the IT Transformation team to develop quarterly “Quick Wins” that align with the seven high priority IT service areas. Each Quick Win will address specific concerns expressed by DOI employees, demonstrate tangible progress, and provide meaningful value to end users. The initial list of Quick Wins will be released within the next few weeks.

Overall, we are seeing great progress for DOI’s IT Transformation. We are busy laying out details on how we will transform, while also delivering results. We have a great team working hard to ensure the IT Transformation is a success in DOI. My commitment to drive lasting change will result in improvements not only within our department, but for Americans that rely upon the varied services, data, and programs found in DOI.
