IT Reform at the Small Business Administration

Paul Christy serves as Chief Information Officer for SBA. As CIO, he provides leadership in for SBA’s computing infrastructure that includes a wide-area network of over 100 SBA locations, 5,000 desktops, and an IT investment portfolio of $120 million. SBA is a major federal credit agency with financial systems that manage and service loans for businesses, individuals, and disaster victims. Mr. Christy ensures that SBA’s IT portfolio and operations support and enable its vision, mission, and strategic goals, while comporting with federal government policies, regulations, and legislation.

Mr. Christy joined SBA in 2008 as its first Chief Technology Officer, and in that capacity he brought best-practice standard processes for information technology management to the agency’s data centers and service delivery systems. He has supported and expanded SBA’s capital planning and investment control process and is a strong advocate for standardization and IT component re-use.

Prior to joining SBA in 2008, Mr. Christy served as Deputy Chief Information Officer for the International Trade Administration at the U.S. Department of Commerce. In that role he managed the computing infrastructure for the agency’s commercial officers located at U.S. embassies and consulates abroad, and implemented integrated systems for financial management, messaging, and client relationship management. Mr. Christy also led the implementation of the National Trade Data Bank, which integrated federal information and databases for export promotion and was one of the first government-wide databases provided to the public via the internet.

In addition to his leadership role at SBA, Mr. Christy participates in Federal CIO Council events as well as IRMCO and ACT-IAC’s Executive Leadership Conference. He has served for over 30 years in federal government positions in economic analysis and IT management, and is a certified project management professional.
